Ensures plant level EHS programs, policies, procedures and systems are developed, implemented and sustained to ensure compliance with local, state and federal regulatory requirements and conformance with Eaton Corporation requirements.
A. Supports High five metrics performance by establishing continuous improvement plans and projects, executing them on time.
B. Supervises all required environmental permit applications/renewals and routine agency reports
C. Manages all plant waste disposal activity to ensure compliance with applicable regulations
D. Develops/maintains plant emergency response plans and ensures drills are performed to document plan effectiveness. May serve as the plant emergency coordinator.
E. Reviews plant environmental permits and ensures terms and conditions are understood and complied with, ensures required documentation is maintained and required regulatory reports are submitted to the respective agency (air discharge permits, biological storm and discharge water process permits)
F. Evaluates proposed projects and proposed new chemicals and ensures plans are in-place and implemented to address EHS compliance issues
G. Supports and/or directs the plant’s ISO 14001 EMS
H. Ensures required employee EHS training is completed on-time and documented & may perform training.
I. Develops and implements plant programs, policies and procedures to conform with Eaton EHS mandates, e.g., MESH, ISO 14001, PASST, Industria Limpia
J. Investigates EHS incidents/accidents to determine root causes and prepares and implements corrective action plans
K. Coordinates and participates in teams or committees of EHS of the plant
L. Completes activities according to the MESH procedures. See attachment for more details
M. Reports any problem, conflict or opportunity of improvement of MESH to the department of EHS or members of the staff
N. IMSS regulations compliance.
O. Champion for Category 2,3,4 in MESH
A. Assist third party audits for QMS
B. Incorporate Safety into 5s+ activities. Update EHS risk analysis for departments. Upgrade machine guarding in Fabrication. Include EHS changes in future state VSM. Identify and direct Lean EHS Project.
C. Demonstrate the application of the 8 CIF modules and support related initiatives on daily basis through establishing, maintaining and complying his/her Standard Work and other tools. Participate in Kaizen events, Continuous Improvement Council and Continuous Improvement teams when required. Generate ideas for improvement according with the local programs. Implement and optimize Lean Management tools. Sustain the ELLS tools (VSM, 5´s, TMP, STW, Set up, Problem Solving, Materials Management and 6 Sigma) to drive the continuous improvement performance when apply.
D. Execute functional EHS OPA self-assessment as required and closure of OFA´s identified.
E. Actively participate in all EBS Assessments, such as, FEA, ELSS, MESH, EBEA, OPA, EQS, etc.

G. OpA Champion for & EHS
A. Coordinates that preventive & predictive maintenance is executed to reduce downtime & improve plant productivity
B. Coordinates Capital execution for Infrastructure projects
C. Supervises Electric Energy improvements to achieve cost out
D. Coordinates contractors for facilities maintenance and industrial cleaning services
E. CHAMPION for MESH elements Elevated Work, Hot Work, Confined Spaces
Health & Safety (If a combined job with environmental)
Develops/maintains all required written safety plans, e.g., HazCom, BBS, Hearing Conservation, LOTO, PPE Assessments
Ensures all required plant safety inspections are performed and documented, e.g., fire extinguishers, fire risers, emergency response equipment, safety showers, eye wash stations, emergency lights, ladders, housekeeping and that corrective actions are completed for identified deficiencies
Assists in the performance of accident and near-miss investigations and ensures root causes are identified and corrective actions implemented
Ensures the MSDS database is up-to-date for all materials
Chairs/ co-chairs the plant safety committee
Performs and maintains current JSA’s
Ensures required employee health and safety training is completed on-time and documented.
May perform training.
Compiles required safety performance metric data for the and for reporting to government agencies and to Eaton performance metric measurement databases (IMSS and STPS)
Coordinates the IH hazard assessment and monitoring program for measuring and documenting employee exposures
Supports and/or directs the plant’s health and safety management system, e.g., MESH, VPP, 18001
Provide safe work environmental for all employees

Qualifications• Knowledge and training for government agencies requirements
• Lean manufacturing Knowledge (Lean practitioner recommended)
• Project management (WBS, NPD, STP)
• Financial basics
• Detailed comprehension of industry/state/country specific environmental, health, and safety requirements.
• Knowledge and training for Hazard Materials Handling and Emergency Response requirements
• Thorough knowledge and training for EHS systems development and deployment
• Understanding of manufacturing technologies and processes
• Knowledge of financial concepts and techniques utilized to establish value propositions of operational changes
• Ability to direct and lead cross-functional process improvement teams
• 3-5 years of manufacturing, supervisory and managerial experience with an emphasis in environmental, health and safety program management and employee training. Experience with security operations is a plus.
• Four (4) year degree in industrial, mechatronic, manufacturing, or chemical engineering, chemistry, industrial hygiene, safety or equivalent.
• Knowledge of problem solving techniques, (8d´s, 5W, A3)
